3 shifts were available only two offers went out I believe this has something to do with skips. ( and that this was always happening ) We don’t remove all possible conflicts ( vacations / onboarding / drops ) until after we get the desired amount of workers to offer. this means we’d grab 4 ( for 4 empty slots ) but might have skipped one without replacing it.
